During a safe observation window
From a protected location, note where water originates, whether it moves or stays, and whether the road swale or catch basin is accepting flow. Video is often more useful to an estimator than a dry-day lawn photo.
After the system has time to recover
Record how many hours each area remains wet. A low spot that drains quickly may need a surface correction; soil that stays saturated for days may need subsurface collection or a different landscape strategy.
